In June 2019, Immigration Refugee and Citizenship Canada launched a new pilot program, which no longer requires a LMIA. Overseas applicants who wish to immigrate to Canada as caregivers must be found eligible for Permanent Residency before coming to Canada. A complete and accurate application with a genuine Offer of Employment from a prospective employer in Canada must be sent to immigration.

Once found eligible, IRCC will grant the applicant with a 36-month open work permit in order to complete the minimum 24 month required employment experience before being granted Permanent Residency.
